This guy falls in that hard to define category of New York freak. He's not homeless, he's not in costume and I don't think he's nuts. He just wanted to wear his Hawian midriff  shirt, (because he's been working out) with the mint sarong and skinny suspenders.

This is a guy. I'm not sure where he's from or if he's people commonly dress as such but, the capri pants with the Qbert socks would surely prompt a beating in most communites. I think he's with the group looking at their map. I'm totally jealous of his casual posture and clean hairless calves.
